President: Kelly Butler Holtz

Kelly Butler Holtz is President of the Waterfront Organizations of Oregon (WOOO), where she advocates for Oregon’s floating home communities, marinas, and river-dependent businesses.

A resident of the Oregon Yacht Club and former Commodore, she led the club’s 2020 maintenance dredge project, an experience that deepened her understanding of the permitting, environmental, and operational challenges facing Oregon’s waterfront communities. Kelly has been actively involved in many of the major issues affecting Oregon’s waterways, including environmental regulations, river planning, boating safety, public access, and waterfront policy. She also chairs Portland’s River Community Advisory Committee (RCAC), serves on the Oaks Park Association Board of Directors, and plays clarinet in the One More Time Around Again Marching Band.

She is leading WOOO’s evolution into a modern, trusted resource that keeps members informed, connects waterfront stakeholders, and provides a strong, credible voice for Oregon’s waterfront communities through collaboration, education, and practical experience.”  

Vice President: Dan Comfort

Dan Comfort’s connection to Oregon’s waterways started in childhood as a competitive swimmer, instructor, and lifeguard in Portland, later growing into boating, sailing, and diving. He moved into his first floating home in 2001 and has been part of the community for over 25 years since.

With three decades in residential construction and over 20 years as a Certified Residential Appraiser, he brings deep expertise in waterfront construction and valuation as a floating home real estate specialist.

As Vice President of the Waterfront Organization of Oregon, Dan serves on the River Community Advisory Committee, working with the City of Portland on Title 28 regulations for floating home construction and development. He’s passionate about education as advocacy, helping homeowners and clients understand waterfront regulations so Oregon’s river communities stay vibrant and well cared for.

Treasurer: Tim Gorman

Tim Gorman joined the WOOO board as treasurer in late 2025. He is principal consultant and president of Bridgeton Data, Inc, a Portland-based IT consultancy. Between 1998 and 2014 he co-authored six Oracle database books and technically reviewed eight more (Amazon author page).

He served on the Rocky Mountain Oracle Users Group board for 24 years (1995–2019), nine as president, and on the Oracle Developers Tools Users Group board in 2013–2014. He was also secretary of Project Safeguard (2011–2017) and president of its foundation (2017–2023), which he helped consolidate into the Colorado Gives Foundation in 2023. Like his WOOO role, all were unpaid volunteer positions.

Tim lives with his wife Kellyn in their floating home at Bridgeton Harbour Inc’s moorage in Portland, where as president he led the 2022 EV station build and 2025 walkway rebuild, among other improvements.

Chief Technical Officer: Kellyn Gorman

Kellyn Gorman is a 30-year veteran of the technical industry, making her mark in data and infrastructure for companies such as Microsoft and Oracle. She has served as the CTO for WOOO since 2022 and supports the technical demands of the organization.

She is known for her technical content online under her handle, “DBAKevlar”. She runs and owns Portland Women in Technology(PDXWIT) and speaks locally, regionally and internationally as a engineer and advocate for Redgate Software, out of Cambridge, UK.

She has a floating home in Bridgeton with her husband, Tim, and volunteers her time to WOOO in support of the waterfront community she loves.
